چکیده
Devletlerin dış politika karar alma süreçlerini etkileyen çok sayıda faktör vardır. Bu faktörlerden bir tanesi de iç sosyo-politik yapıdır. yapı içerisinde etnisiteli düzen, bu düzen içinde etnik azınlık grupların etkisi büyüktür. Özellikle toplam nüfus içerisindeki oranı, bağımsızlık talebinde bulunup bulunmamaları, vatandaşı oldukları devletin demokratik gelişmişlik düzeyi ve bulunan yolunda kullandıkları araçlar, devletlerin süreçlerinde büyük önem arz etmektedir. Etnik azınlıkların süreçlerine etki yöntemleri kimi zaman olmayan kapsar ki bunlardan temelli terör örgütlerinin varlığıdır. örgütleri yapının etkisinin görülmesi aşamasında önemli faktördür. Uluslararası sistemin ilgisinin kazanılması için varlığı aktörlerin müdahil olması iç-dış politikada ölçüde tesir etmektedir, yüzden azınlıklar politik yönelimleri etkin yönlendirme aracı olabilmektedir. Ermeni meselesi Armenian Secret Army for the Liberation of Armenia (ASALA) örgütü bağlamda Türk politikası tarihten günümüze doğuran aktör olmuştur.
